Dieser immensen Bedeutung steht die seit 2001 immer noch nicht realisierte Anpassung der Bedarfssätze und Freibeträge entgegen. Der derzeitige Vorschlag im Haushaltsentwurf für das Jahr 2008, die Sätze um jeweils 5 % zu erhöhen, reicht bei Weitem nicht aus. Das BAföG ist vor allem für Studentinnen und Studenten aus bildungsfernen, einkommensschwachen Haushalten</SPAN></FONT><SPAN class="Apple-style-span" style="line-height: 18px;"><O:P></O:P></SPAN></SPAN></P><P class="MsoNormal" style=""><SPAN style=""><FONT class="Apple-style-span" face="Arial" size="4"><SPAN class="Apple-style-span" style="font-size: 16px; line-height: 18px;">notwendig um ein Studium erfolgreich aufnehmen, durchführen und abschließen zu können. Die unterzeichnenden Organisationen fordern eine sofortige Erhöhung der Bedarfssätze um mindestens 10 % und der Freibeträge um mindestens 9 %. Die vom BAföG-Beirat verlangten Erhöhungen stellen für uns das Minimum einer notwendigen Anpassung dar und decken lediglich die Preis- und Einkommensentwicklungen. Eine diesjährige Erhöhung des BAföG um 5% und eine Erhöhung der Förderung um weitere 5% bis 2009 erachten wir als absolut unzureichend. Das BAföG muss dauerhaft jährlich an die gestiegenen Lebenshaltungskosten angepasst werden. Dies hat eine schwerwiegende Verschlechterung von Bildungschancen zur Folge. Für die Zukunft der Bildung in Deutschland ist es von entscheidender Bedeutung, dass es gelingt, den Anteil junger Menschen mit Migrationshintergrund, die ein Studium ergreifen, erheblich zu vergrößern. Gerade hinsichtlich der Bevölkerungsgruppen mit Migrationshintergrund besteht in Deutschland ein immenses, unausgeschöpftes Potenzial, das im Sinne der Gesellschaft besser erschlossen und aktiviert werden muss. Allerdings hängt die Chance, einen Auslandsaufenthalt im Rahmen des Studiums absolvieren zu können, sehr stark von der sozialen Herkunft und Lage der Studierenden ab. Das darf aus unserer Sicht so nicht bleiben! Wir fordern, dass die Zuschläge im Rahmen des Auslandsstudiums weiterhin als Vollzuschuss gezahlt werden müssen. Zudem muss auch eine Übernahme von Studiengebühren weiterhin gewährleistet sein.
